Smart City Policies in China

In September 2014, the Instructive Opinions on a Robust Development of Smart Cities was jointly issued by eight ministries in China (National Development and Reform Commission, Ministry of Industry and Information Technology, Ministry of Science and Technology, Ministry of Public Security, Ministry of Finance, Ministry of Land and Resources, Ministry of Housing and Urban-Rural Development, and Ministry of Transport). The document defined “smart city” as a new philosophy and model that utilizes the new generation of information technology such as Internet of Things, cloud computing, big data and GIS to advance the design, construction, management and services of cities.
